The founding conference of National Industry Alliance for Promoting Motor Efficiency was held inBeijingEnergy-savingBuildingon December 21

The Articles of Industry Alliance for Improving Energy Efficiency of Motor was voted unanimously by a show of hands of representatives participating in the conference.

On December 24 (Xinhua Energy), it is undoubted that the improvement of energy efficiency is the best selection for defusing the over capacity for good and fast development under the double pressure of the transformation and upgrading of industry and energy saving and emission reduction inChina. On December 21, National Industry Alliance for Promoting Motor Efficiency was established inBeijing, with the aim to using marketization operation mode to provide the users with standardized and scalable energy-saving transformation service of motor system, which integrates with diagnosis, audit, scheme design, construction and financing, etc. On that day, the conference considered and passed the Articles of Industry Alliance for Improving Energy Efficiency of Motor.

Motor market is provided with wide application, big energy saving potential and obvious demand-pull effect. According to statistics, the industrial emission accounts for 72% in carbon emissions, motors are the end products in industrial energy saving, therefore its promotion of energy efficiency for the motor is the key work in the industrial energy saving. In June of this year, Ministry of Industry and Information Technology and AQSIQ decided to organize and implement the national promotion plan of energy efficiency for motor, and achieve updating and upgrading of motor products until to 2015.

“The promotion of energy efficiency for motor is the focus of industrial energy saving, it shall create a complete industry chain that integrates with evaluation, diagnosis, financing, investment, operation and assessment, etc., and create the new business model of mutual cooperation and win-win development among the outstanding motor manufacturers, investment and financing management company, the third-party service provider and the motor users.” Chen Jinen, the Executive-president of China Industry Energy Conservation and Clean Production Association, who was elected as the first president of the Alliance said that, National Industry Alliance for Promoting Motor Efficiency will encourage and support technological innovation and transformation and upgrading, promote the development and application of energy-saving technology of key and common motor system; give full play to the role of the Alliance, gather everyone’s wisdom and strength to integrate the advanced energy-saving technology and product of motor system into the project; at the same time, every member unit shall be honest and attach importance to self-discipline, so as to play their proper roles in the promotion of motor efficiency.

In the implementation process of the promotion plan of energy efficiency for motor, the negotiation and transformation cost of individual project is high and will encounter more barriers, the establishment of the National Industry Alliance for Promoting Motor Efficiency will be conducive to innovate the operation mechanism and will provide systematically solution to the integration of the motor manufacturers, energy management contracting companies, energy saving diagnosis mechanism and financial and credit institutions, etc. In the conference on that day, the establishment of theAlliancewas approved by the relevant leadership of Ministry of Industry and Information Technology.

Liu Wenqiang, the Chief of General Office of Energy Saving Division of the Ministry of Industry and Information Technology, pointed that, to realize further alliance, the following items of key jobs shall be done: firstly, break through the traditional operation mode of the alliance and build the Alliance into the marketization operating platform with the active participation of enterprise; secondly, it shall have strong ability to exploit market, to form the operation mechanism of resource sharing, risk sharing, reciprocal supply and demand and win-win cooperation; thirdly, establish constraint mechanism, and punish the members who fail to meet the requirements; fourthly, establish the cooperation mechanism with financial and credit institutions, and get through the channel of investing financial and credit capital into the energy-saving transformation of motor system via scalable and lot sizing projects.

Energy saving and emission reduction are the eternal theme of social development, motor and system energy saving are the main battlefields for industrial energy saving and emission reduction. Chen Shuguang, Deputy General Manager of China Energy Conservation and Environmental Protection Group (CECEP), said that as the pilot enterprise to promote energy efficiency for motor, under the guidance of Ministry of Industry and Information Technology, CECEP is willing to, together with National Industry Alliance for Promoting Motor Efficiency make effort in promoting energy efficiency for motor, and willing to play an exemplary and leading role in the promotion of motor efficiency.

There are nearly ten thousand sets of motors in the textile, coal and chemical industry of Anhui Huaibei, with the energy consumption accounting for more than 1/3 of the total energy consumption; if we transformed the energy-saving servo system of the whole city’s textile motors and coal motors, the average power saving rate can be above 50%. As the pilot city to promote energy efficiency for motor, Fan Lixin, the Deputy Mayor of Huaibei, said that, Huaibei would focus on the promotion of energy efficiency for motor and also eliminate backward process equipment and capacity, strengthen coordination service and adopt the method of “Classification Guidance” and “One Policy for Each Company”, to promote the implementation of the work.

Fan Lixin said, “HuaibeiCityhas formulated the implementation scheme for the specific project of motor transformation, it has convened the conference among the principals of department from county and district level, and went deep into enterprise to guide the implementation to ensure that the scheme put in place. As of this year, it has transformed 6219.7 KW motor and dragging equipment, and it strives to achieve the energy saving and transformation goal of 1,869 KW in 2014.”

In the conference, CECEP L & T Environmental Technology Co., Ltd. and China Construction Bank, Huaibei Municipal Government and China Industry Energy Conservation and Clean Production Association, Beijing Qianyida Company and Tangshan Hongye Cement Co., Ltd. have entered into project cooperation contract respectively. A total of 160 representatives from Shanghai Motor Factory, Dayu Electric, Zhiguang Electric, China Beijing Environmental Exchange, Dongguan Motor and CNEx, etc. attended the conference.
